Wasn't sure I was going to finish this before the new episode deadline! It's something many have asked for, a continuation of naterrang.deviantart.com/art/Cβ¦Daw, this comic ends on such a uncharacteristically happy note... don't worry there's more to come.
Here's hoping episode five will be a good one! Though to answer your questions, no. This doesn't really have anything to do with episode five or really any speculations in the series at this point. If there's any spoilers, it's purely coincidental.
Speaking of the number 5, back to Core of the Apple!
-And I just realized that it's been almost exactly one year since the first part of this comic was released. Ha! At this rate expect Part 3 sometime next December. XP

Snowflake does not just barely fly: he even managed to make it into the Wonderbolt Academy and he did not appear to be at a substantial disadvantage compared to other cadets apart from the RD/LD pair. So, wingspan does not appear to be a critical factor.
My take on Scootaloo's flight problems is that she somehow did not develop the normally innate pegasi ability to channel magic through her wings and she might have to learn to do it consciously until it becomes a reflex.

Pegasi wings aren't large enough nor flapping fast enough to lift a pony - at least not with conventional physics so some other forces must be at play. Not all magic needs to be flashy... earth ponies' magically enhanced strength and stamina do not have flashy visuals either, nor does Twilight's cloud-walking spell. Pegasi putting some magic into their wings to enhance lift is a convenient and plausible way to explain this flavor of cartoon physics.

Pegasi would not be able to walk on clouds without some sort of magic preventing them from falling through just like any other object with higher density than clouds would and same goes with their ability to manipulate clouds.
All three tribes have magic; it is just expressed differently with unicorn's being the most explicit and versatile.

Jeez, poor Scootaloo. I like this episode. It doesn't say that she'll definitely wind up flying, and I don't really want her to. She's disabled (for lack of a better term), and she's making the best of it with her scooter.
That's my view, at least, and I don't mean to tread over your interpretation.

Now that's an episode I'd rewatch over and over. This comic strip alone did what yesterday's ep should of had, feels. Complete unadulterated feels. Ed Valentine is least favorite writer right now.

I hope they make a heart felt episode where they deal with Scoot's disability. Teach kids how to deal with friends like that and show they can over come them. Let's see what parents say to that after the Derpy mayhem!
