Hmm, in some cases you could duplicate the layer and play with my Threshold brush: Filter brush scripts, FireAlpaca or MediBang Paint - then play with blending modes and clipping.
It's also given me some ideas for modifications of the threshold brush for creating better clipping layers for masking effects - thanks!

It is difficult to suggest particular brushes without a specific task in mind.
The standard brushes are a very good base to start from.

I've seen one example where an artist uses this technique to add subtle (very low opacity and appropriate layer blending) overall lighting and shading to the whole character (pale warmer tones to the top half, cooler tones to the lower half) after finishing the detailed colouring and shading (which also used this technique).

Interestingly, I usually tend to prefer flood fills and clipped layers, but I only pretend to be a hobbyist cartoonist and I'm generally happy with flood-filled flat colours and at most a little cel shading.
I can see how this approach would be preferred by the more painterly people and those using more subtle colouring and shading.
