That depends on the crew and above all the commander.
The Imperial Ha'tak has more and stronger Staff Cannon. But their firing frequency is relatively low. And the weapons are grouped on top of the hull.
The republican Ha'tak have less staff cannon and these are even weaker. Their firing frequency is much faster. And they are better distributed over the entire hull.
And the Republicans have more death gliders on board than the Imperials.
I really do not know.
Fortunately, I do not have to. Luckily they are closest allies.
