The Arcus Strike Tank was part of a program started by the Primarch of the Ultramarines Legion, Roboute Guilliman. He sought to grant a Legion strike force access to highly specialized weapon systems without the need to employ many vehicles for each role.The Sicaran hull was chosen to mount the newly developed Arcus Launcher. This launcher could deploy a wide range of warheads, each crafted to fulfill a distinct tactical niche during combat. The Arcus was intended to become the cornerstone of a new tactical doctrine the Lord of Ultramar had planned. This would allow small Legiones Astartes forces to operate without extensive support and in smaller numbers than during the Great Crusade.
Because the Arcus Launcher used Neutron-flux Warheads, which could destroy the Cybernetica Cortex employed by Mechanicum Automata, the Mechanicum refused to build the Arcus Strike Tank as it was intended.
To prevent the Arcus Strike Tank from dying on the vine, Guilliman was forced to negotiate with the Mechanicum. For the Arcus Launcher to be built, the Primarch was forced to abandon Neutron-flux Warheads after thirty years of arbitration.
Space Marine Legions, including the 11th, circumvented the Arcus Launcher controversy by combining the Arcus Strike Tank’s sophisticated targeting array with the less sophisticated Scorpius Multi-Launcher.
