The Philistines were a people who constantly warred against the Israelites & actually survived until they lost their independence to Assyria & were subsequently absorbed into the Babylonian & Persian empires. Also, Samson killed many of them, but they were actually subdued by David.

Because suffering makes us stronger. If we were never challenged, never allowed to fall on hard times, always bailed out of every hardship, we would be denied the chance to grow stronger & wiser. It also builds humility. The times when the Israelites relied on God the most were the times in which they faced great suffering. In times of peace they often began to do things that were immoral. God allowed them to suffer to allow them the chance to grow stronger & to remind them that their situation is not in their control.

there's more wrong with that than there is to be wrong about things : for example , a little child who dies from cancer won't become stronger because of their hardship , they will DIE because of it , also , on 1 occassion , god actually INFLICTED oppression on the israelites (this is a reference to the samson story , by the way) , also , another thing is that he actually MURDERED INNOCENT PEOPLE , INCLUDING WOMEN AND CHILDREN , AND LIVESTOCK , AND SERVANTS , what do you think superman would do , you think he'd just stand there doing nothing , like god does every day , also , god made a bet with somebody's life , even hitler never did that

A little child who dies of cancer is itself a hardship for those around the child. To remind all of us how fragile our lives are, that each moment must be cherished because nobody truly knows how long they actually have.
God inflicted oppression on the Israelites because, as I stated, in times of peace they often turned to immorality. Their suffering was to remind them that they needed God.
God destroyed the cities of Sodom & Gomorrah because they were so far seeped in their sin that nothing could save them. God did order the Israelites to wipe out certain peoples, including "innocents" because He was ordering them to ensure that those peoples could never rise up again. Leaving the women & children of wicked men would be the same as leaving the roots of a weed.
Also God did not bet Job's life. He told Satan he could do whatever he wanted to Job, but stated that he could not kill him. He did this because He knew Job's faith would not be destroyed like Satan thought it would.

Also a lot of what God does in the bible does not make sense to finite beings such as ourselves. What we know is that God destroyed several peoples for the protection of the Israelites & inflicted oppression upon them as a reminder that their circumstances were all under his control. Even the most bible savvy Christian can never understand God's thought process as long as we are alive.
