Depends. If you don't have insurance yes... Depending on the procedure.. yes... But if You have insurance and a good one at that. it can cost a LOT less.
It also depends if you qualify for insurance, how you get that (through your company or not). etc.

I create Art because i love what i do, charging money would make ME feel like my OC is cheap...no matter what price is being offered...
Also if i had to wait for someone to pay me i would never be able to create so many items ...
I only would charge money if someone requests something from me i would naturally NOT do so i need that compensation from them.
to me ( my opinion ) everything which is create just for money is nothing more than a product.
A product can never be as good as something that comes from someones heart.

The idea that artist should do their work for free and make it open domain was started by the founders of the internet, who profited hugely from the illegal use of copyrighted material. Maybe THEY should work for free...

it's a simple saying that everyone has heard.
Time is money and the most valuable thing we have cause no matter what, (as of right now), there is no way to get time back that is used or lost. Plus your work deserves it. XD

some artist was paid 20k to paint a stone wall but was never paid because the art wasn't but the balance was ugly as hell

Well here's the thing, getting back on topic, they all do stuff like that for free because they aren't trying to make a living off it. People who want commission for their art or anything they do it's to help them live in one way or another or to get better supplies for better art.

As long as you do draw what you're paid to draw, I don't mind paying. I've had a few bad experiences where I didn't get what I paid for. I mean literally didn't get anything at all after I paid the artist. In the second instance, the guy even asked if I would change my commission to something else. I refused (I had paid for something I wanted, we had agreed upon it) and in the end got nothing but a lighter wallet.

It's much too late now, unfortunately. I'm now always wary of artists when they ask for the full amount up front if I haven't commissioned them before. Fortunately I have been working with someone who I find is completely reliable.

I think people only ask for free art because of others who give out art (some, quite excellent) freely.
Also, with the way things can be screen captured and shared around the Internet, 'paid' is a lot more rare when people end up sharing a paid artwork, using a throwaway account to pay for the work so they're not blacklisted in the future.

most job with an artistic base tend to have that problem, it ether: do it for free, do it for exposure, do it for your portfolio, or do it for share of my company am about to start and that will make millions (website and logo designer)
The last one is kind of dumb, if a company are so cheap as not being able to pay for their logo design, they probably will probably do low quality product/service

I have my main business to eat.
I have many others capacities for free, just because I like having challenges. As exemple, I make softwares and have a server in a data center just for fun even if I paid it.
I also do things at church and others for free, you can say I have to be paid for that but... this is not because you want to earn money doing what I do for free that you are better or that I should stop 
Keep having fun and doing what you really like or serve money.

I got the same thing when I was tutoring students for a living. "If you do it for free, I'll tell everyone else about you and you'll get lots of customers." "Yeah, and what you'll tell them is that I'll do it for free. I need paying customers."
