It is a free plugin, not included in Photoshop.
You can download it from the link in the description.

Uhmm... sorry, I don't know, the webpage says it is compatible with CS4, CS5 and CS6.
You should give it a try.

I agree. I can't stand using colour pickers, it breaks the "flow" of drawing when I have to remember where green is. ^^
