I had an idea for him; he started out as a spy for the corrupt mob; However during a battle with the league of assassins (which tried to pull a "batman begins") Gordon saved him from David Cain (who was the leader of the strike force.) This touched Harbey and he revealed everything; he became a triple agent for Gordon and helped them bring down Loeb.

Harvey Bullock, a staple in the batman mythos I think. A tough hearted, cynic and a survivor. Sure he may have some girth but he's someone you want on your side and I just like the guy.

Got to admit, I'm a little disappointed to see Maggie Sawyer as just a detective - I really liked her Gotham Central role as Captain and head of the Major Crimes unit. Oh well.
Also, you've got a typo in the first line of the third paragraph - it currently reads "on that day, h", presumably you meant 'he'.
Otherwise sounds good. Bullock is one of those supporting Bat characters who I've seen around for ages but never really read up on, so this was interesting to read.

She's a Detective Sergeant. Making her captain at her age seemed out of place, plus I have someone else in mind for captain of the MCU. Just one of those changes necessary for streamlining.

Surprised to see Flass. Would've thought that bum had been kicked out of the department years ago.

I did make most of it up. I actually had to cut a bunch in order for it to fit.

Outside of Earth-27, I don't think he was. Actually, most of his pre-GCPD backstory here seems to have been created by Roy, as there are few details on that time of his life elsewhere.
