I'm glad I've seen too many tutorials with things like...

Step 793 : Take the Slightly Angled Oval Brush and set it to 72.7892 opacity, moving it over the seventh layer at a 43º angle for 2 seconds or until the exact shade of an egg white has been achieved. Congratulations, you have now colored an eyebrow!

If you're using PSP, I can give you a hint...this is how I do it at least. This is only if you don't mind inking your lineart.

Take the sketch and a black gel pen, first making thin lines over the pencil. Erase the pencil and thicken the lines wherever you need it.

After scanning it into your computer, open it in Paint and resize it, then save it as a monochrome bitmap.

Open it in PSP and go to whichever dropdown menu has the option 'Increase Color Depth' ( sorry, I'm doing this from a laptop without the program in a coffee shop >.o ), and increase it to 16,000 colors.

Touch up the lineart where necessary, and then take the background eraser and erase all the white areas. Then, you have a raster layer with just the black lines and nothing else on it.

That's what I do, anyways.

an eye that I attempted....is on my avatar...O_O
