When it comes to pre-Hartnell Doctors, the order is vague and it's left to the imagination whether the incarnations considered themselves "The Doctor" in the same sense as the Hartnell to Gatwa Doctors.
I tend to follow the order backwards from Hartnell, using the order from "The Brain of Morbius" instead of the info dump that the Thirteenth Doctor used to overload the Matrix. This would date Jo Martin's "Fugitive" Doctor before the Morbius Doctors. She considered herself "The Doctor" so it'll be interesting to see in what sense this means when the inevitable Big Finish audio dramas happen.
