Yes, that is Invader ZIM and his 'evil little robot minion' GIR as Erik, the Phantom and Christine respectively.

Before the lynch mob holds me entirely accountable for this, I present exhibit A:

So, snowwhitemuse, I dedicate this to you for causing me to draw this, your self proclaimed weirdness and my self proclaimed habit of using other people's wierd suggestions for my art are an amusing combination
