It's fanart of a character that hasn't been released yet! The flower queen belongs to ~Daggerfell , but I'm told those two crooks ~arctic-dreams and ~sirscalf contributed to the design. Anyways, it started out as a doodle, and morphed detail from there. It was difficult for me to get the colours to work, but I think it turned out alright!Flower! Some WIPs:

She is a dark elf queen from one of the Overworld nations that fell to demons, I believe. We nicknamed her the "Flower Queen," and yes, she is part of the DT storyverse. Kite wrote a pretty cool story about her, which I hope will one day be drawn.

You say this started out as a doodle? 
I think my favourites parts of this wonderful "detailed doodle" are the spotty pattern on her sleeves, and the shading on her jeweled hair ornaments. Incredible work, overall!

I find it disturbing how her wrist doesn't actually connect with the rest of her arm under her robe. But it's more comfortable for me to pretend it didn't happen..! :S

I have a question, I have this picture I am going to scan and I was wondering how I make the pencil lines solid strong black lines in photoshop?

You have to ink the drawing by hand in most cases, or by tablet if you have one. If the lineart is grainy, chances are it will look grey and grainy when it scans. But, you can try upping the contrast of the picture, or playing with the 'curves'. (Both are located under Image > Adjustments > Brightness/Contrast or Curves)
