I mean for the purposes of this tutorial yes. Though you could use something like ms paint if you kinda tweak things... what do you have in mind?

GIMP, I was wondering if GIMP could work. It's a program similiar to Photoshop, though cheaper and already installed. Wondering if that could work.....:3

It honestly depends on your understanding of the two programs and how well you 'translate' one action in photoshop into an action in GIMP...
I'm not really familiar with GIMP so I can't really help you on this one... Sorry love!
