Doctor Whooves will be made into a cursor once my watchers vote for a Doctor Whooves cursor. I will post a new poll once I finish with the Octavia set, and if he wins the vote he will be made.
I do plan on making one, though, with how loved he is. I have actually begun watching Doctor Who so that I will have some material inspiration.

Scratch is pretty awesome.
As far as I know, these cursors cannot be applied to Macs, so I hope you're on a PC.
If you are on a PC, then you are going to want to start at your Control Panel.
Open 'Hardware and Sound.'
Click 'Mouse'.
Select the 'Pointers' tab.
Now select which cursor to change and browse your computer for the replacement.

Also, the Kneesocks avatar is pretty awesome.

Thanks for this final step, now everything visual to my computer is ponified! First the icons, then the background, later the themesounds, afterwards the pearl and now my cursors!
