Here I leave you 4 possibilities that you can combine between them without problems. One important thing to keep in mind (not just on the neck, but everywhere) is that the layer of scales must follow the continuity of the skin underneath. That is, no matter how rigid they are, they must respect the anatomical shape of the body. If for this they must go out of line, they go off, if they must overlap one another, they overlap. That is why it is always good to draw the shape of the limb that is underneath, be it the neck, a leg or the tail, the scales will be on top following the shape.
Now let's get to the heart of the matter:
1. Plates: very typical in dragon drawings, plate-like scales give an appearance of rigidity and hardness, of armor. The largest plates tend to be in the upperor lower line, protecting the neck and throat (except in the dewlap if it is very soft, in which case they will be shorter and more flexible scales); they overlap one another and the shape can vary from more rounded to sharper, even ending in thorns to make them more threatening. A warning: if you make them too long or too large, being so rigid, it could pose a mobility problem. Think of these types of scales as hard plates of armor placed one on top of the other and you will see what I mean if you try to draw them on the cross (area where the neck meets the shoulders and back)
2. Snake: scales inspired by the skin of snakes give a more flexible appearance. The overlap between one and the other is not very great, and the size and shape can vary greatly even in the same limb. In the example, we see that those of the throat are more elongated in the horizontal plane while the rest are more stretched and follow the shape of the neck. These smaller scales are very useful on long necks drawn in more complex poses.
3. Fish / feather: very similar to snakes, but more rigid and independent of each other. These scales give the impression of being able to stand up like feathers, and follow a typical fish scale pattern, where the overlap is with both the scale from behind and the one below. In the example, the lower part of the neck is covered by another type of much smaller and simpler scale, all in the same plane (without being one on top of the other) This way of drawing scales is simple, fast and functional, being as easy as drawing lines that cross between them. Here I do strongly recommend maintaining a curvature in the lines, to give volume to the neck. How close or apart they are can also help with the shape (closer together = a fold in the skin; further apart = a stretch in the skin)
4. Lizard: irregular scales, without overlapping between them, of different shapes and sizes depending on hardness or location. Generally the largest and hardest will go to the back, becoming smaller and more flexible as we go down towards the throat until they become a kind of rough skin. This type of scales is usually seen in iguanas, which is very useful to give our dragon a reptilian appearance. Of course, they are a pain in the ass to draw if you want them to look good. They can be drawn quickly and will look like a hodgepodge of scribbles, but the ideal is to arm yourself with patience and make the damn little circles with love and hatred. As with the lines in the previous example, the density of circles or dots will indicate more or less hard areas or the position of the skin.
Remember that these examples are not immovable, you can combine the different types of scales at your convenience, and it is not necessary that the entire neck be covered, you can draw them in a specific part, or even directly not put scales. Sometimes the color and shading is enough to "suggest" them.
