Well! Let's dive right into the world of arms (not guns XDDD)
Generally, the dragons called "Europeans" (the typical one that everyone knows) are drawn with two arms, wings and quadruped. But they don't have to be that way. The arms on a dragon are optional, and are often replaced by wings (especially when it comes to "scientifically correct" dragons) In the same way, they can be bipedal.
I could write a never-ending spiel on the differences between an armless dragon and a wyvern, but that's not our concern now, and maybe I'll do a wyvern-specific tutorial later on so... Let's go! (Ò¬Ó)9
The drawing shows the design differences between the arm of a quadruped dragon and that of a biped. They are quite remarkable. The colored areas correspond to:
1: shoulder
2: arm
3: forearm
4: hand (which may vary depending on the design, we will see them later)
In a quadruped dragon the upper limb must be robust and strong, since it must support the weight of the thorax, the wings and the neck with the head (little thing, eh? =¬; therefore it will look more similar to that of a lion or wolf type animal. This arm model sacrifices mobility and joint range in exchange for muscle power.
In the case of a bipedal dragon, the arm does not support as much load, so it will be free to pick up things. In this way, it will be a thinner arm with much more mobility, like that of a human or an ape. Could a bipedal dragon get on all fours? Why not, humans can, but you have to remember that these arms are weaker than the others.
Regarding the articulation with the wing, I consider that both humeri share a shoulder blade (other designers consider that there are 2 shoulder blades, one for each member, but I personally don't like how it looks), so the wing fits into the upper edge of shoulder (green area) and back. I'll make a more explanatory drawing about it at the end, don't worry  
At the moment we have this, the following will be accessories for the arms (scales, plates, spikes, hair... whatever you can think of! )
