Hey, I wanted to ask. I have a bit of a problem. When I tried to save it WITH the web and devices thing. But when I save and changed my icon on deviantart, its still normal. Just layer 1.

Couple of questions:
Before you saved, did you select 'Forever' under looping options?
In the preview before you saved, was it animated?

May I ask exactly what you mean when you say 'sliding icon'? Also, for the .png, is there possibly a solid (non-transparent) base you've forgotten to delete?

Yes, these steps would enable you to create a simple icon, though with a lot fewer layers than the example you've shown me, so it would be far more simplistic. Just give some thought to what you'd like your icon to do, collect your stocks and words and just trial and error.

Does this work with any other programs? Like, Sketchbook Express or PaintTool SAI?

I don't think so because these instructions are photoshop specific, it may be possible to create animated icons in those progams, but with different instructions.
