There's a version of this that the icon at the bottom blinks, I just can't upload it in the right category on dA =w= So I'll add a link to that later.Anyway, this is how I made my current icon only that required a little more artistic skill because my icon eats itself. This is very basic but I hope it's helpful!

what if i wanted to make a wheel turn, for example? have the layers as the wheel in slightly different positions?

Yes ^^ I think you can even just use the rotate tool in GIMP.
But yeah, that's how you would do it :3
