Well, I think it depends if the mature content violates the ToS or not. It's fine to have nudity as long as it has the appropriate MC filter and it doesn't violate the ToS.

It's probably a double-edged sword; it'll ban those who excessively try to ban others, and this is probably intended for those spammers/trolls trying to cause problems. I'd imagine you'd have to be pretty repetitive and persisitent to get this message. Have you sent a message to DA explaining the problem?
