You can make them as a pattern brush in Adobe Illustrator. I use a combination of the zigzag filter and blends to create them.

Just out of curiosity, do you know of any guides online that detail on how to make guillochΓ© patterns?
As suggested to me by a friend I've learned how to make spirograph-type patterns; is the process similar for this?

I haven't really found any online. I just learned by playing around with different blend and zig zag effects in Illustrator.

Um, the download available is a .pdf file rather than an .abr file? I'd love to be able to use these...

It's an Illustrator pattern brush not a Photoshop brush. You could use the place command and place it in a Photoshop document and then make a brush out of it but it won't be as versatile as the original Illustrator pattern brush.
