make sure bones are connected properly and make sure all meshes are not selected before exporting...that's all I can say

and is there a way to remove the doubles but keeping all two parts? for example Jill REUC has two textures in her face and body so I can't join them and in xna the doubles between face and body are so ugly .__.

actually yes there is a way to do this. same as you would here following this tutorial, but if it has 2 different textures, once you remove the doubles you need to seporate them again. if i remember correctly that would be by pressing P in edit mode and select by material.
then you need to delete the unwanted materials from the mesh parts and rename them correctly
ive done this many times when creating my mesh models since the heads and bodys always have different textures so to remove the seams i have to do it this way. i hope that helps you

you can combine the two texture togetherΒ and let the 2 parts that u merge together to read them as one texture while the doubles are removed

In 3D Max, this destroys the bone skinning. How is it Β working on Β a skinned models in Β blender?

Not all the time. Some weights get messed up if you're not careful with removing doubles specially on a large scale.
