In 2390, Starfleet began to develop the next generation of long-range exploratory cruisers, only this time they would be the first-ever vessel with quantum slipstream as a standard propulsion system. Some of the other design considerations also featured sustainable energy, resources, replacement components, and materials to last roughly 10 years in deep space without the need of a starbase or repair facility. Also, more advanced overall technology was also being developed across the Federation in parallel to the new ship of class development.
Ultimately the greatest minds of the Federation gathered and the Explorer-Class was conceived and later commissioned. The Explorer-Class Long Range Exploratory Cruiser was designed as a staple to the same roles and the predeceasing Constitution, Ambassador, Andromeda and Pathfinder classes. Like the Constitution-class Refit, the Main Shuttlebay, Hanger Area, and Cargo Bays were all incorporated as a single area which took up 1/4th the total space on decks 7 & 8. The Quantum Phase Inverter was incorporated into the Secondary Navigational Deflector in the primary hull. Two more additional impulse manifolds where build on the Warp Pylons to increase throttle control and maneuverability.
By 2392, the prototype U.S.S. Explorer NX-87500 was built at Utopia Planitia Fleet-yards over Mars. During her initial trial runs, the U.S.S. Explorer was placed under the command of Captain Wesley Crusher. By Stardate 2393.27, Admiral Riker placed the U.S.S. Explorer under black ops status during the field testing of the new Quantum Slipstream drive. However, as the Federation and the Klingon Empire Expanded the Khitomer Accords to include the Imperial Romulan State as an ally; the Interstellar Concordium-who has been reclusive and withdrawn from the rest of the galactic affairs since 2295-have returned to begin a second Pacification Champaign across the Alpha and Beta Quadrants. But they are not alone, the Kzinti, Miraks and the Lyrans have all unified under the ISC, along with the Talarian Republic and the Sheliak Corporate. As an added matter of security, Admiral Riker manages to strike a bargain with the Romulan State Ambassador. Romulan cloaking devices would be implemented on select classes of Federation starships including the U.S.S. Explorer in exchange for Quantum Slipstream technology.
While Starfleet and it's allied forces were nearing victory, the U.S.S. Enterprise (NCC-1701-C) was kept out of the fight as a last resort should the war with the Interstellar Concordium not go well. During a mission to study an accretion disk in the center of a subspace compression anomaly, the U.S.S. Enterprise was caught in the sudden gravitational shifts and couldn't use its warp or slipstream to escape. To make matters worse had the U.S.S. Enterprise moved in any way, the undertow of the accretion disk would pull the ship in. Ultimately, Captain Langston order all hands to abandon ship as the U.S.S. Explorer arrived to render aid. Just as the last of the crew was beamed away, as a second gravitational shift pulled the U.S.S. Enterprise into the black hole and the ship was declared a loss. It was later discovered by Dr. Leah Brahms-La Forge that there was a relationship to Quantum Singularities and Quantum Slipstream Drives. this forced Starfleet to install more powerful magnetic containment shields to protect ships from being pulled into subspace ruptures and other dangerous stellar phenomena.
Bystardate 2393.76, Donivan Langston was promoted to Rear Admiral and reassigned overall command of the Explorer-Class development projects. His first official order was to begin construction of the next U.S.S. Enterprise (NCC-1701-D).
By 2395, The Interstellar Concordium reached a peace accord under the Treaty of Talos. Under the treaty, those allied under the Khitomer Accords would not be allowed to enter Concordium Space or vis-Versa. Also, neither side was to begin armed conflicts with one another nor to exploit each other captured technology for their own gain. The Talarian Republic and the Sheliak Corporate no longer affiliated themselves with any other faction on the galactic stage and returned to their own borders and territories.
On Stardate 2395.4, the U.S.S. Enterprise NCC-1701-D was launched from San Fransisco Shipyards, Earth under the command of Captain Raphael Lorca.

COMMAND DIVISION:
Commanding Officer: Captain Raphael C. Lorca (Human, M)
The great-great-grandson of infamous Captain Gabrial Lorca, Raphael is a 34-year-old and a decorated Starfleet officer. Since the death of his great grandfather, Raphael is the first member of his family to serve in Starfleet in over 150 years. He has distinguished himself from among his class being the only academy cadet to be accepted into the Command Training Program. Upon graduating from Starfleet Academy, Raphael was commissioned with the rank of Lt. Commander and assigned as First Officer of the U.S.S. Agincourt NCC-61006 in 2383.
Executive Officer: Commander Akira-Toshiro Sulu (Human, M)
The great-grandson of famed Starfleet Captain Hikaru Sulu of the U.S.S. Excelsior.
Helm Officer: Lieutenant J.G. Roderick H. Crawley (Human, M)
Lieutenant Crawley like most young officers is brash and eager to please. His ultimate goal to be accepted into the Command Training Program in order to be put on the fast track for Starship Command.
OPERATIONS DIVISION:
Operations Officer / Communications Officer: Lieutenant Najm Aazad (Human, M)
Lieutenant Azad's name is translated as "Star Freedom" from Arabic. He is the first of his family to join Starfleet and break from Islamic traditions, rather than live out his life in deserts of the Emirates. He is able to speak in over 98 languages fluently and is an expert in starship operations.
Chief Engineer / Second Officer: Lt. Commander Alandra Haro (Bolian, F)
Lt. Commander Haro was originally in charge of the construction team that built the Enterprise-D at San Franciso Fleet Yards. Because of that, she knows the ship inside and out. Among her commendations are the Tucker Memorial Award and rumor has it she holds the Federations speed record for disassembly and reassembly of a warp drive unit.
Chief of Security / Tactical Officer: Lt. Commander Elek Rotherot (Human/Betazoid Hybrid, M)
Commander Rotherot has nearly perfect marksmanship with hand phasers and phaser rifles. Originally he was a field tactical instructor at Starfleet Academy but requested a transfer to starship duty. His honed Betazoid senses allow him to feel the thoughts and emotions of others thanks to his high ESP rating from both his parents.
SCIENCES DIVISION:
Chief Science Officer: Lt. Commander T'Krel (Klingon/Vulcan Hybrid, M)
Commander T'Krel is the youngest son of Ambassador Dawn of Vulcan. Being half Vulcan and half Klingon, T'Krel undertook the kolinhar discipline to control his Klingon vestigial emotions and aggressions. He is also married to another Klingon man named K'Taal; due to this nature, T'Krel never underwent the Vulcan pon farr and was spared from losing his sanity, like his older brother Tekav.
Chief Medical Officer: Commander Shannen R. Cassidy, M.D. (Human, F)
Dr. Cassidy is the foremost expert in Starfleet when it comes to cross-species biology and genetic replication surgeries. She is also the youngest doctor in Starfleet to be awarded the Carrington Award for her break threw in treatment of Iramodic Syndrom. However, she like a few Starfleet doctors, have a negative view of transporters and prefers shuttlecrafts.
Ship's Counselor / Diplomatic Officer: Lieutenant Mira, (Halanan, F)
Lieutenant Mira is one of the few Halanan's to join Starfleet. Prior to being assigned to the Enterprise-D, Mira was a first contact specialist with Starfleet Command and an attache to Ambassador Picard. Although she is skilled as a counselor, Ambassador Picard convinced her to take the position when she initially declined it but reconsidered as it was her chance to explore the galaxy as Picard described it.
M.A.C.O. (Marine Assult Command Operations):
Batalian Commander: Major Naaj (Capellan, M)
Born on Capella IV, Naaj is the grandson of legendary Starfleet Admiral Akaar. When a MACO squad was assigned to the Enterprise in 2395, Naaj transferred to the MACOs. Many other Marines, both under his command and at Starfleet Headquarters speculated he obtained his post because of his high ranking connections.
Battalion Executive Officer/Liason Officer: Lieutenant D'Tara Charvanek (Romulan, F)
Lieutenant Charvanek is the first Romulan to serve in Starfleet and is the great-granddaughter of the infamous Admiral Liviana Charanek-from the "Enterprise Incident" of 2268. D'Tara was harshly scrutinized threw out her time at Starfleet Academy and even investigated more than once by Starfleet Security and Starfleet Intelligence. Captain Lorca personally assigned her to the Enterprise as a way of giving her a proper chance to serve.

the enterprise-c was a soverign in this story with the enterprise-b being involved in a situation that was basically the fused version of the 1st and 2nd TNG movies
