Here it is, as promised.Yes, I have a tablet. Yes, this should work with any version of Photoshop even though I used 7. Yes, I did it totally on the computer, but you can scan a sketch/ink and apply the same methods.
I think that covers everything...but probably not.

The crazy thing is, I don't have Photoshop, but I'm able to do all those things in the tutorial with my program. 'Cept I don't have the little wand tool and my mouse is fucked up x_x

It's a device used to draw on the computer. It's a flat surface with a special pen used to write on it and it moves the cursor on the screen. Check out [link]

Press the "print screen" button on your keyboard, located above the Insert key. Then go to an art program, open a new canvas and paste it into it.

Ah! The "lock transparent pixels" thing. I've been wondering about that for so long, since I found preserve transparency in OC3. That should help me a lot with things, because I've always done it the hard way. Heck, I do a lot of things the hard way. In any case, since I'm already fine about cel shading, it wasn't too useful other than that-- but it seems like it would be helpful if I hadn't already mastered the technique.

I read it once, and don't fully understand yet, but that's because I'm an idiot. I think for a complicated system like Photoshop, you really explained it well! I'll have to read it over and try it out!

You can't go wrong with Adobe Photoshop. openCanvas you should be able to find for free download somewhere unless they've changed it from when I first got it. It's supposed to be a free program. D:
