Foot Soldiers of the Gulf Military. Their uniforms are reminiscent to prewar confederate flags from the First Civil War of the 19th Century.

After Hurricane Zeus in 2052 the Sovereign Watch took authority in New Orleans. Before the United States government could confront the rebels they were occupied with the Chinese and Mexican invasions.

Having cemented their power from before the Great War the September Watch had a great advantage in coping with the post-nuclear landscape. Previously a white supremacist society, the Sovereigns and the Ravens, a black supremacist group, declared a truce and established the Sovereign Gulf Commonwealth in 2087 to combat their common enemy: the mutants.

After the Battle of Houma in 2281 the Gulf has remained uncontested by any neighboring faction. Without the common persistence of attack tolerance between the two groups was no longer prevalent. The Lineage Act of 2282 lowered the Africans, Hispanics and other minorities as Second-Class citizens, worthy only for slavery or death. The Uprising plans to reestablish the Tenth Commandment Act and restore equality among all humans.
