No pre-made report thing for this guy.This would be an idea I want to tyr out. Same planet as the Harral. Sentient, like the Harral, allowed to progress to that point because there is no competition with the Harral for resources, being an aquatic species. I picture first contact to be similar to the dolphin-human interactions, mutually curious and non-aggressive.
Main reason is, I think it'll be intersting. Two sentients evolving on one planet at the same time.
Un-aided, they'd probably only be able to reach stone-age level technology, or they'd have really slow development. In my model, the Harral choose to befriend them, for the mutual benefit of both species. Early contact at similar developmental stages would give them a higher chance of developing good relations.
Language would be a mix of chemical signals and color patterns, as they have chromatophores similar to cephalopods like octopus and squid, with comparable control. Sentience would mean greater comprehension and control over these patterns.
Yeah, this scenario of two sentients is somewhat unlikely. But that's what makes it interesting.
If I eventually decide I don't want to continue, I'll orchestrate a massive inter-species war and kill the one I like less. Though that probably wont happen.

Not sure why but now I want to teach dolphins and orcas how to make weapons and nuclear devices.
I think the only thing that bothers me is the "hands" on an aquatic animal.

Hands came from the idea of the hookfish. I decided that hands wouldn't be too far-fetched after the hooks. I don't think it's too hard to rationalize it.

Well, the most likely way is one that was caught by a larger body's gravitational field. But I have a feeling that would defeat the purpose of your idea.

I am thinking little space rocks with life on them collided with this comet in such a way that it melted a little ice (that the top of froze pretty fast) and a small pool of water formed heated by some microscopic life forms that will act as my "life source" and enable envirorments to form inside the comet. Then I evolve from there.

I suggest maybe, you have some orbiting objects just large enough to affect the water and give it some tidal properties.
the main problem would seem to be radiation, if a sufficient amount got through the ice to the water. It could cause some problems.

If it's large enough and made of the right things, it could generate a magnetic field. But then it might be more a dwarf-planet than an asteroid.

Good point.
Maybe some of the animals are like water bears. Or maybe lots of lucky accidents happen. Like instead of small rock a small biopod crashed on it and releases the bacteria while generating some high tech atmosphere of sorts.

You could make it a long term experiment by some advanced space-faring culture. They'd set up some kind of defense system to protect their experiment.

That would work to. I already have my sentient made (because 3 years ago I saw it in a dream but it was dark and there was blue lights comeing from his desk-thing giveing a blue "scary flashlight" look to the creepy creatiure) so I need to work in reverse unlike my usual plans.
