I've heard from a friend that there's a program that has both PMX/PMD but I can't seem to find it

Both programs can edit both .pmd and .pmx formats (at least when your PMDe is version 01.3.9. & higher). In PMDEditor you can switch between those types in the Information (I) tab.

pmx has more english buts its difficult to download on windows 10

You need to right click the file, click properties, and in advanced you have to click "unblock"
It'll extract perfectly and use all files needed

If you download the PMX one, you can save as either format.

They both have their ups and downs. It depends on your base model. I usually go with PMD if the base model is not PMX.

PMX is much more flexible with options, I think.

What's the difference between a PMD model/file and a PMX model/file?

I haven't touched MMD stuff in a long time. I do remember that trying to transition between the two is horrific. You have to rerig the models if you try to change them. I don't consider one way or the other as "easier". Editing models isn't easy. And there really isn't an overall preference. So if the pmd limit is 65,000, what is the pmx limit? Because I got a model with more than 100,000 vertecies and it's invisible in both pmx editor and MMD.

but it supports loads more vertexes, so it can bypass the 65000 vertex limit on the PMD filetypes.
which sometimes leads to messed up models when people try to convert PMX to PMD without knowing that there is a maximum vertex limit in PMD.
Still, it is useful for making mecha PMD models with a lot of precision.
