I'M SORRY THAT THIS IS SO HUGE!!!My very first line art tutorial!!!
It's pretty basic... but I thought I should start out with a basic one and then I'll put up more advanced tutorials up. I'm still learning how to use Photoshop CS3 myself! o.O;;;
Anyway, yay! You can use this! I hope it helps...
I'll make a colouring tutorial later. >.<; Heh heh.

I have a problem, whenever I use the pen tool it seems to fill up by it self 030 like a shape for example

It's not amazing, I know! However, I thought that it's impossible to do a clean lineart without using a tablet. You made me think it's not impossible.
Oh, by the way, I used PS7 for it and it woooooooorked. ;;;;;D

I NEED HELP
When I use the pen tool (the brush is set at 1pt) I make my curve and then everything from the original line to where the new curve is gets filled with black, I also am not able to click stroke path TT_TT
Do you know what I might be doing wrong?

Aw hun, I used to use Elements too. >.< And there's no real way to lineart using Elements because, as you said, it lacks the pen too. *pout*
When I wanted lineart but I had Elements, I basically did the same Step 1 & 2 of this tutorial. And then I set the sketch layer to Multiply and just coloured over the sketch on different layers over the sketch layer. That way you are able to see your sketch and have faint lines. Or you could also go to the trouble of linearting the entire picture by hand but please dont do that, as it will hurt your hand!
If you're really serious about doing more CGing, I suggest that you save up for one of Adobe's Creative Suites. It has the pen tool on it and a lot of other cool stuff.

this was helpful but when i try to hold down ctrl to pull the line to make a curve, the window with stroke path pops up so i cant make my curves... its so annoying and i dont know how to fix it D:

how do you open your picture without it being the background? when I try to open it, it just starts like a new project or something and makes the picture the background

Okay I figured that out, but now it won't let me do the stroke path thing, I have it set to the right settings but it still won't work D:

No problem, so when you open your picture it's in the background layer. What you have to do then is to take the Square Marquee tool and select your entire picture with it. Then you go to Edit > Copy. Then you have your image copied. Now make a new file, and then go Edit > Paste and your picture should be in Layer 1. I hope this helped.

I'm having troubles with the stroke path step, I'm following the steps in order yet .. I can not select the "stroke path" button on my cs3. Any reasons why I wouldn't be able to do so?
