Description
As requested by one kind reader, a breakdown of my version of K-9 in Lego. It's a modification (quite extensively) of the Lego Dimensions model and is roughly minifig scale.Lego own, well, Lego and Doctor Who belongs to the BBC.

So I went and looked, and K-9 is fully assemble-able on Pick-a-Brick! ...save one piece. And an incorrect color.
Listed in order of size, height, and size, here's all the pieces you can get on Pick-a-Brick, totalling $1.73. "Part" is code for "Design ID".
1x1 red flower (Part 24866) (possible incorrect piece, but it was the only piece I could find that was a rounded 1x1 plate with a hole.) - 1 (6¢ per part, 6¢ total)
1x1 translucent red plate (Part 30008) - 1 (6¢ per part, 6¢ total)
1x1 dark stone grey plate (Part 3024) - 3 (6¢ per part, 18¢ total)
1x1 dark stone grey plate with upright holder (Part 15712) - 1 (9¢ per part, 9¢ total)
1x1 dark stone grey 2/3 slope (Part 54200) - 1 (6¢ per part, 6¢ total)
1x1 medium stone grey 2/3 slope (Part 54200) - 1 (6¢ per part, 6¢ total)
1x1 dark stone grey brick with technic hole (Part 6541) - 1 (7¢ per part, 7¢ total)
1x1 dark stone grey brick with 4 knobs (Part 4733) - 1 (25¢ per part, 25¢ total)
1x2 dark stone grey plate with one knob (Part 15573) - 1 (6¢ per part, 6¢ total)

And the one piece I could not find on Pick-a-Brick, a surprisingly common piece, Part 4070. His head. Not only in the wrong color, but not at all. I'm genuinely surprised, I remember that brick in almost every LEGO set I can think of.

Fantastic! On the substitutions, unfortunately I'm not sure the red flower will work, unfortunately, since it needs to have a hole all the way through and I don't believe that part does (I don't own any to check). Other than that, you're golden though and there are plenty of smaller sets now that contain the 1x1 round plate with open stud - rebrickable.com/parts/85861/pl… .
