Are the blue speckles on her water or markings?
If it's water, I think that making here shiny might have made a better effect.

Nope, they are markings.

I am discovering that getting cell shading to work is an art unto itself.

I didn't think those would get by you.
She is wearing the gloves as well, but you can't see them.

Kaho-chan was my very first experiment with Poser rigging, where I created completely customized hand replacements for AnimeDoll with only 4 fingers and a whole new skeleton. I am particularly proud of Kaho-chan because all of the later Poser rigging works I created came from experience I've got from creating new customized cat paws for her. I think hands are the most complex part in a Poser model because of the large number of bones and joints. Most other Poser developers avoid hands, if you pay attention. ^^

Where'd you get the drowning mouse? LOL Pretty cool pic! It really has a drawn feeling to it. Very impressive cell-render!

The mouse was a freebie at.... I really need to start writing this stuff down... I think it was renderosity.
The lines are a new trick I am trying. It is a mix of the standard angle-of-incidence shaders used by most toon shaders and the edge line capability of Megapov. The end result is that the lines are not uniform in thickness. This really helps to give a hand drawn feel to the scene.

Very cool usage of features! I think the 'non-uniformity' of the line structure is REALLY indicative of hand-drawn lines in the animation medium. By George--I do believe you are on to something ,old bean! Capital! ^__^ V,,

WOW, first I look at it in small view, and think to myself "nothing special", then full view it and see how nice it is. I love the hair, although the chest, well skin in general, can use some more shades. How did you do the body pose? I can never get it perfect.

I'm not sure how to answer the pose question. The short answer is that this is a 3D render and all the objects in the scene are 3D models. The pose is the result of positioning the "bones" of the figure.
The rendering technique used here is called Cel-Rendering. I'm still playing with it to see what I can do with it.

Oh I see. Actually I am familiar with cell-rendering. However, in my case, I usually use Maya, or 3DsMax to form the basics of the pose, and then sketch it on paper, it just feels like real art when drawn by hand but that's just me. What software do you use for your renders?

I can identify with this. I originally started using poser to help visulize figures so I could draw them better. Turned out I was much better at the 3D stuff.
I use 3DMax when I need to create models that I don't have or can't find. (i.e. like the food bowl, milk bowl, and yarn balls in this piece.) I use poser to do the scene setup. The rendering is done in the Megapov variant of the Povray render engine. It doesn't have a "cel render" mode exactly. I have just combined a whole lot of tricks to make the tool do this type of render.
