thats is probally why the imperrium doesn't make new stuff they suck at it. poor hull, lame cloaking device and if that was orks were firing at it that is just blane embarsment.

Valkyries are armoured like flying tanks by modern standards.
Tho I imagine either 40k AA batteries are VERY powerful; or the cloaking device was heavy enough to warrant removing some of the hull thickness.
Besides the Imperium does innovate; new vehicles are made and so are new ships and weapons.
Its just a slow process; because it happens on a local level before slowly spreading to a sector and then to the imperium
