You can download Create.swf extended here. (click the top link.)This is "Create a Touhou Character" eXtended, an edit of create.swf (Touhou 15 version).

If you want to backup/transfer your save data you can try using this.
Updates:
9/7/17: The scene title is now abbreviated when it gets too long.
9/4/17: The camera can now be manipulated with the middle mouse button(hold shift/control to zoom/rotate). The camera can also be zoomed by holding control and using the mouse wheel. Disabling auto prop size now uses the correct speech bubble size. Zooming the camera no longer makes images difficult to click on.
8/13/17: Prop effect "attached" bugfixes and improvements, "attached" effect now handles flipping correctly. Prop effects can now have their targets changed from their options menu.
8/11/17: Added effects "outline" and "attached" .
7/26/17: Fixed hair color saving issue. Added effect:"theater mode = hide".
7/24/17: Added "Hat" to character detach menu. renamed shoe "Minoriko" to "Barefoot". Yoshika arms and Barefoot now work with custom skin colors. Fixed a vanilla create.swf compatibility issue(correct backgrounds should load from old saves now).

This is a problem with flash itself, flash is terrible at many things including NOT deleting save data for seemingly no reason.
You can try removing the save data file size cap(if you hit the cap, the save gets deleted), to do this right click the flash window and click settings, click the folder icon and select "allow"(even if it's already selected, click it anyway again to trigger unlimited mode, it won't tell you whether or not it's in unlimited mode though).
You can also use save.swf to save your data to a file, that can be reimported later should it happen again.

That is the manipulator tool, it is just another way of manipulating the target. You can press M to toggle it.

something that's been bugging me for a while is how "floating" text boxes (i.e. textboxes without the box) don't ignore lighting when you set them to "ignore lighting"

That's strange... All the fonts I have on my PC don't work for create.swf extended anymore.

Hmm, I'm not sure what would be causing that, when I try it my imported images are affected by anti-aliasing as intended.

Late reply but When i enable anti aliasing all my imported custom props turn invisible.
i do not like when i import props that have jagged lines it ruins the quality.

try using a flash projector instead, many browsers have odd security issues that cause that issue.

click the stage menu(the bottom-left menu button), click insert->image, and then paste the file path for your downloaded prop. you can get the path by shift-right-clicking the file and click "copy as path", then you can paste it into the image url box.

You can replicate such a feature by making a character that is simply a pair of floating eyes, and applying the effect "solid color".

I know you can't fix this now, and it isn't too big of a problem, but it seems that after exiting a fullscreen view, all props will spawn in the top-left corner of the screen, rather than in the center. This makes it difficult to click on smaller props after spawning, as the scene menu covers them up.
Re-entering fullscreen temporarily fixes this, but exiting fullscreen breaks it again. Moving between scenes and scene parts does not fix this. However, since I just decided to test this now, 'restoring' (i.e. unmaximizing) the window and maximizing again does fix it, so for anyone else having this problem, there is a workaround.

That is the intended behavior, there is no auto-zoom, so when you make your screen larger, the props stay the same size. you can try stretching the create.swf window and see what I mean, the background however, by default will automatically stretches to fit itself vertically in the window.

I'm not sure I understand. This has nothing to do with zooming (...I think), it's just that props don't spawn in the center of the screen when you enter and then exit fullscreen view. Adjusting the window size re-centers the prop spawning point, though.

Hmm, I can't replicate the issue, if I use full-screen or maximize both are properly recognized, the props are placed right in the center.

I also just remembered another quirk involving fullscreen: if you enter and then exit fullscreen while zoomed in, your camera position will be badly displaced. Just like with the prop spawning, returning to fullscreen temporarily fixes the issue, and 'restoring' and then maximizing the window fixes it as well.
Using the latest version of Flash Player does not fix either of these problems. In fact, it appears to make the camera placement problem worse, though that may just be my imagination.

This all would stem from the same issue, since zoom requires proper window size information, if it's wrong it wont be in the correct position.

Sure. And uh... this is totally unrelated, but is there any way to unselect objects after selecting them?
Let's say you have a custom background taking up the entire frame. No matter where you click, you'll click on an object, or the background itself (which is an object in this case). Therefore, you can't click empty space to cancel your selection and regain the ability to pan the camera and zoom in/out. If an object is selected, you will move it, and adjust its opacity, respectively, with the same keys that would normally manipulate the camera. Changing parts in a scene is the only workaround I know of.

either I've only just forgotten how, or there isn't a quick way of doing so.Even without being able to deselect there is some camera controls, if you use your middle mouse click you pan the camera, use control+mouse wheel to zoom in. Control+middle click drag will rotate the camera. Another workaround that may work is to press tab, then press the right arrow key, then press enter, this should count as clicking the background.

Well, that's interesting. I didn't even know that tab could be used to select things.
I imagine nobody really did, which is why it causes the originally selected object
to move every time you press the arrow keys, even though it probably shouldn't.
And the workaround with tab and enter does click the background... which just
selects the object functioning as it. Unfortunately, since I am using a laptop,
there is no middle mouse button, and anything I've ever done to try to simulate
one has failed, so I can't use that, either.

Many applications support tab-selecting, it is used to allow users to access menus without a mouse, flash marks all visual elements with mouse click events as things that can be selected with tab. Another options you have for deselecting is to delete an object, so make an object, or duplicate a pre-existing one and delete it. I think I always assumed escape deselects, but then it never works, strange that I never bothered adding it myself, I'll have to add that in next chance I get.

Another request if you're able: could you design a way of maintaining the same size to an object/character when they're stretched? Right now, both size and dimensions are changed.

That was left that way intentionally so if someone accidentally stretched an object they could remove the stretching.

I'm not sure I explained that very well. Could you implement a feature that would allow an object/character to maintain the same surface area on screen when it is stretched.
Think of a 2x1 rectangle that's stretched into a 4x0.5 rectangle. The rectangle has the same area but different dimensions.

It's related to a principle in animation of "squash and stretch." The idea is to deform things while maintaining their overall size. But I think it could be useful even in still images (like for comics).

You can find a guide to locate your save data here . There's also a tool to export and import save data. Flash is pretty bad with handling save data.

Is it possible to have an attached object not rotate along with the object it's being attached to? For example, I've got a shadow attached to a box, and I rotate the box a lot. Any way to get the shadow to stop rotating along with the box?

Currently, there are no options for the attached effect, it may be possible to use sticky drag depending on how your props are placed and set up.
