for the final step when you layer clip, does everything else have to be on one merged layer?

i don't merge all layers, i keep all the different layer, besause i'm never sure if i have to redraw some parts ><
I just create a new file by saving it as a PNG file, i always keep SAI files ^^

One thing I noticed is that the "Layer Clip" is "Clipping Group". So, it should work the same way?

yes layer clip and clipping group are the same thing, so it works the same way

When I tried it and it doesn't color the lines itself? What am I doing wrong exactly? D: Maybe, I didn't follow the steps correctly.

you have created a new layer over your line as layer clip (or clipping group) ?
maybe when you did a line wrong you erased with the white color and not with the eraser
the parts you erase with white colors will be colored too .. D:

I created a new layer over the line with the clipping group and I didn't erased any white colors so it's came in transparent from another person's line art.

if you want to color the line you can also :
create a new layer over the line as "screen mode", and color this new layer '-'

when you blend the colors with the brush tool, which color do you use? the base color, the shade color, or a color in between?

for the hair, even if hair are black , you have to use a lighter color, try a dark grey ^o^
