This is so great! I got the book Creepy Cute Crochet for Christmas, and as someone who has never done crochet before, it's pretty intimidating. But the critters are so cute, I wanna learn! I just started crocheting myself. It's probably best to learn all the basic chains before doing this, . I'm way to intimidated to try this just yet.

I can't quite understand how to make the crest. You chain eight, single crochet in the fourth chain, then chain three... Does the next single crochet go into the newer chain of three? Or does it go into the older chain of eight?

To increase after the head increase by crocheting twice in each stitch around. So if there is 12 stitches you would crochet 24 around.

You might be increasing too much/crocheting too loose/may be you haven't made enough rounds that it looks like its going up. Are you crocheting once in each stitch after round 3?
