Toni Moscato is an artist and nomad, having left home many years ago when her mother died. Her father was happy with their simple life, and she was not, and has been roaming the continent ever since. She is approached one day to participate in the Desire Grand Prix, and wishes to share the world she has seen with her father.

Equipped with the Desire Driver and the Dragonfly ID Core, Toni transforms into Kamen Rider Naxa. In combat, Naxa is determined and courageous, not hesitating to throw herself into the fray. Her ID Core grants her enhanced targeting abilities.
