Imogen Sheffield is a marine biologist from England, studying coastal populations, concerned about the changes in their numbers and habits. She is approached one day to participate in the Desire Grand Prix, and wishes to erase the effects of climate change.

Equipped with the Desire Driver and the Walrus ID Core, Imogen transforms into Kamen Rider Walla. Although not an experienced fighter, Walla throws herself into challenges and learns fast. Her ID Core gives her enhanced strength.
