Yuri Reznikov is a gangster and enforcer from Russia. He feels no guilt for his work, but misses his family, who he separated from to protect them. He is approached one day to participate in the Desire Grand Prix, and wishes to have his record erased so reunite with his loved ones.

Equipped with the Desire Driver and the Manta ID Core, Yuri transforms into Kamen Rider TheRay. Fighting boisterously and recklessly, TheRay is a powerful force to come up against. His ID Core makes TheRay more flexible and almost slippery, making his difficult to grapple.
