Sly Wiley is a thief from France, starting to become notorious for his impressive heists. He is approached one day to participate in the Desire Grand Prix, and wishes to become the most famous jewel thief in history, with his name spoken for decades.

Equipped with the Desire Driver and the Raccoon ID Core, Sly transforms into Kamen Rider Raigo. He moves quickly and gymnastically, using his parkour skills to get an advantage. His ID Core allows him to move completely silently.
