It's a bit strange because we don't see what Shockwave asks Megatron, we are just told he has. Megatron reacting to Starscream by ripping off Shockwave's face? What does that teach Starscream? Does the next thing Starscream do wrong means Megatron pulls off Shockwave's hand? It's a comic about Shockwave, but it focusses on Starscream, which results in an odd, uneven feeling. Maybe if you started it with Shockwave doing whatever, then Megatron sees Starscream getting bolshy and so rips off Shockwave's face. As it is, the comic is Starscream is bolshy so Megatron face-rips Shockwave.
I like the idea that Shockwave did have a face though!

It's not that Shockwave asked a question, rather that Shockwave once questioned one of Megatron's orders openly in front of the troops giving Starscream the impression that this was alright.

I get that (because it's rather too explicitly spelt out), my point is that the story seems to want to be about that, but instead focuses on Starscream instead of Shockwave. It's a bit of a 'show, dont' tell' problem, in that we're told what has happened off-panel and explicitly told exactly what is happening, rather than shown it. I don't mean to come down hard on this, not at all, but I just think it's something that is worth bearing in mind and could be easily fixed.

Megatron was making an example of Shockwave for Starscream's sake.

I know that, but I only know that because one panel says 'Shockwave did the same thing, I better make an example of him for Starscream's sake'. The comic doesn't tell the story, that one piece of dialogue tells the entire page.

I like the retro art style, but I'm not sure we really need an origin story for Shockwave's face. And while this shows how he could have made his face like that, it doesn't really provide a reason why. It leaves us with the big question as to what kind of psychological ramifications would have prompted him to rebuild himself without a face. I don't think "so he can't punch me in the face again" really quite covers it.
