I've just assumed that she was named Mayor Mare in anticipation of that being her destiny (somehow - Lyra's already asked the crucial question of why names and destinies seem to match so perfectly).
I imagine that of course, she is mayor for life - they have regular elections, but everyone just keeps voting for her because a) she's really good at it, b) there's no one else and c) what's the use of fighting destiny?

My position in this is that she was named something else (that has to do with office jobs or office equipment, but calling your filly "Mare" is a bit absurd imho), and she assumed the Mayor Mare title after getting into office (I'd imagine that it was a time of great need, nopony else wanted the job, she stepped forward and saved the day. Till the residents are content with her work, she will stay in office, so terms aren't predefined in length.)

Hey, what if the Mayor's name is May Ore? She grew up in a mining family but when she showed an interest in higher study and politics, she was supported by her family to earn a position they never had the chance to obtain and they are immensely proud of her and how she's doing in life. Though they still tease her at get together's due to her inability to organize Ponyville's Winter Wrap up efficiently. ...I started this comment with only the vague inclination to come up with a pun name and I walk away with all this, I should watch out for that in the future heh.
