I presume you are referring to the US Boy Scouts. The Scouting Movement has its roots in the Siege of Mafeking during the Second Anglo Boer War and was founded by its commander, Lord Robert Baden-Powell. He used young men to assist the soldiers during the siege, then wrote a book on scouting in 1908. Apparently Chile was the first country outside the British Empire to adopt Boy Scouts.Β
Interesting about the Montana Peak. We always thought it was Canadian, because of the Mounties' use of it.

I believe there are some civilian used Montana Peak style hats from the 19th century. It is just a style of hat different from the typical cowboy hat.
