Well polymer clay is a form of plastic. You bake it in the oven and it become hard.

Playdough could work but it isn't permanent. They also sell air dry clays at craft stores. Those could work too.

thats what i use but on the lollipop i tried to make with clay i painted it then all it did was look like a rose so instead i made it a rose chain.
And i just got idea
you should paint the clay let it dry then make the thing afterwards.
