Adobe Flash (although earlier versions were published by Macromedia before Adobe purchased them). Its expensive; try buying a second-hand older version if you can find one. My university allows me to use the education version on their computers, but as its expensive its difficult to get hold of.
However you don't need Flash to animate on a computer. Try Google to find a list of opensource (i.e. legally free to use) options.

Awesome tutorial. I was wondering though. Instead of drawing it on the computer could one draw each frame on paper then load them into separate frames in flash?

Definitely possible and I do think I've seen a few people use that technique. It goes without saying that you'd just have to make sure to position the image files right - but yes, more than possible.

I have a question. I use Adobe CS3 Flash, and like Photoshop, has the anchor point tool for the pen. But, for some reason, when i create my suggested line and add anchors to add curves and bends to it, it does the freaky Swirl thing coz it is pweening around the anchor, instead of moving the actual anchor. Any help? PLEASE?

I'll preface this -- I don't personally find the pen tool fun to use in Flash so I don't tend to make use of it.
But -- are you using the subselection tool (white arrow -- quick key is A) to select anchor points? If you want to move the actual anchor points and not change their curves you'll want to be using that tool if you aren't already. That's if you're trying to move existing anchors.
Unless you're having trouble adding new anchors to an existing line....?

I find the Pen tool Easier
Its just the anchor. Like, I've tried fooling around to try and get around the problem but it doesn't seem to work. Even using that white arrow, it curves around that anchor, not moving the actual thing >.<

You could see if they have a trial version available at the Adobe website. Or try to buy a second-hand older version of the program. I use it through my university, but that's not exactly an economical way to do it.
Its a dang expensive program, unforunately. Its incredibly unlikely you'll get it for free. Do read this FAQ #501: What is "warez" and what is deviantART's stance on warez?

oh, alrighy then, i do have the Adobe LiveMotion 2.0, adobe flash before it got the Adobe Flash name, but its like waaaaaaay old and i have no idea of how to use it. i thanx for replying ill try to see if they have a trial version.

Sure thing. I really liked some of the old versions of Flash produced by Macromedia; they're what I used for my first animations at Uni. Honestly, updates to software usually include a few tweaks but I think they just change the layout to make it look like you've bought something new. If you can use an old version you'll pick up newer ones very quickly.
