I use latex drywall primer and sealer. Try to find a type that can be sanded. I don't know if you can get it Australia but I use Dulux.

Ah ok, that makes sense. A lot of people are saying that watered down PVA also works?
Also, would you know how to make the little...squares i guess? I'm not sure how i'd go about making the red bits on either end of the sword. farm4.static.flickr.com/3948/1…

I like drywall primer because I use it as part of my job and always have some on hand plus if you use tinted primer it slightly changes colour when you sand it and will show any imperfections, also if you apply it with a foam roller it will go on smoother and you will spend less time sanding out brush stokes.
Use it for the last three primer coats.
The end pieces can be made out of either solid cardboard or thin plywood.
I am not sure what you mean by the squares.
