Actually, that's not Stretch Armstrong, that's the Ralph Dibny, the Elongated Man. He was an elasticy detective character, also from DC comics.

That's not Stretch Armstrong, that's the Elongated Man from DC Comics, but Stretch would be a great addition. In the background is Dhalsim from Street Fighter talking to Luffy from One Piece. The guy with the goggles is Plastic Man.
Another good addition would have been Rubberband Man from Static Shock and Milestone Comics.

There is a stretchy, rubbery character in the Shippuden episodes of Naruto, but I don't know his name. I'd have to look it up.

Looks like you missed Jimmy Olsen, in his guise as "Elastic Lad", but that's perfectly understandable. (There was also a one-shot DC villain named "Malleable Man", who brainwashed all three of DC's stretchy heroes in an issue of DC Comics Presents, but frankly I would have been very surprised to see him even if you'd gone out of your way to research stretchy characters.)
