Description I will be using Photoshop CS2 for this tutorial.
THESE EDITS WILL NOT LOOK GOOD ON A PHOTO THAT IS ALREADY DARK.

1. Go to image > mode > greyscale, then image > mode > RGB colour.

2. Go to layers > new adjustment layer levels and fill this in:
Input: 35, 1.56, 240
Output: 0, 229

3. Go to layers > new adjustment layer > selective colour and fill this in:
Blacks: 0, 0, 0, +41

4. Go to layers > new adjustment layer > colour balance and fill this in:
Shadows: 0, 0, 0
Midtones: +20, 0, -20
Highlights: 0, 0, 0

Now merge the layers and you're done!
