I had the same problem before. I could never find a tear tutorial, so I just decided to make one so others can find it.

this tutorial is really helpful and well done. It's also good for programs other then photoshop, basically anything with layers can do this effect, so Paintshop pro, GIMP, many oekaki applets, etc.
