Description
As requested by , here is a tutorial on how to use fractals to create nebula wallpapers! Its the exact same technique that I used to create my Immerged [link] wallpaper.Download full-size for better quality.

I would use a background color instead of black, in my opinion. I would also make it all a tad sharper

It probably could, though the tools aren't set up the same way.
I also don't think that you have blending modes in GIMP.

Yup, there are blending modes in gimp, not all the same as photoshop but most are there.

Does photoshop CS have all the tools needed? Cause if not not I will have to use stock images...Well, I'm only starting my first anyway, lol.

Actually, you only need an extra free program called Apophysis [link] to generate the fractal for the nebula.
I really recommend you to get it if you want to have the same effect as above.
