Pikachu can't learn Fly by TM but yes by event, you can get Raichu with fly if you evolves the event Pikachu

Golurk learning fly makes more sense than you might think. Golurk is a giant, ancient robot, and probably has boosters inside its legs

Yup, Golurk has been seen, in the show, flying using rocket boots! What I mean by that is Golurk learning Fly is radical compared to others.

because it evolves into scizor
and scizor cant fly

Scizor have minimal flight capability.
But still, if Scyther can fly, then it could ''technically'' learn Fly. There have been a lot of pre-evolutions who could learn moves that their evolution is incapable of learning.
