I always liked Perfect Cell's Grade 3/Power-Stressed form. I always found it pretty awesome looking, even though it made him slower

Hey Mister Devil, I was curious about something regarding Cell. If he has the dna of the strongest Saiyans alive, as well as regeneration beyond that of a Namekian, and the potential of Gohan and Frieza (Seeing as he has their dna), just how powerful could he be if he were to train?
Also, if he could access Super Saiyan God (or False SSJ God at least), as well as achieve Frieza's ultimate evolution, could he combine the two forms?

No idea. Just to get it out of the way, I don't plan on giving him any new forms if the franchise doesn't do it first. So I've never had a need to think about what he could potentially achieve in my project. However, he arguably has great potential, assuming Gero and his computer didn't mess up by adding some sort unintentional limit to his genes.
As part of that, the first question that needs to be answered is whether he actually has the right genes and stuff for those super powered forms. He is a genetic combination of a bunch of characters and other organisms. It's possible that after all the splicing he has the genes for Super Saiyan 1/2/3, but not the right ones that would allow for the god forms or something. Same for the Freeza side of things. But that's potentially making it more complicated than it might need to be...
Assuming he does have all the correct bits, the forms come from two different species. I would presume they could probably be triggered at the same time visually, though I don't know if the powers would stack (like if he activated his Ultimate Evolution, if he could then tridder a god form and have the Ult Evo's power increased). If possible, he could be incredibly powerful. Arguably more powerful than anyone up to at least the high realm of gods (Hakaishin, Angels, Geran, Instinct Goku, etc).

Anyone else really hate Cell's "wings"? They serve absolutely no purpose! I know they're supposed to look like elytra (the part of a beetle's carapace that covers the delicate wings), but they don't protect anything, and since the inner edges are curved, they couldn't fit together even if they wanted to. They're decorative, which is absolutely not what wings OR elytra are supposed to be, and they're visually unappealing (especially on Perfect Cell, where they're splayed so far apart), so there's no "Rule of Cool" excuse. Don't get me wrong, I love everything else about his design, the "wings" just really get under my skin.

Cell is hands-down the best villain I have ever known. There is no limit to him. The transformations he's undergone; the immense power he possess; that demonic personality of his.....Oh...My.....God.
I always wonder how old he is too. I had a feeling he was younger than Trunks.
As far as villains go, I'm so happy a villain like Cell was featured.

Mmm, I never understood why the Semi-Perfect form had its forearms and armpits change color, just to change back once the Perfect form was achieved. Oh, or why it lost its wings just to get them back...

Yeah, at this point I don't really care enough about Cell mess with it. I contemplated addressing it back when I first started this project years ago, by tinkering with the idea that the design of his second form could vary depending on which robit he absorbed first. But that was before I learned that he only absorbs them for their infinite energy generators, which provide the power for him to trigger his evolution. So it shouldn't matter which one is absorbed first.

I usually wondered, but then I realized that scaling with numbers from their power is kinda pointless as they could minimize π and increase π that couldn't be scaled at accurate measurement like wherever or whenever they do that, just to disguise it or to overpower them! Like I was trying to figure out how strong is Goku as a Super Saiyan God against Beerus (though glad that Toriyama scaled it from 1-10 as SSjGod Goku's a 6 and Beerus a 10), even if he was normal compared to his godly power from earlier that easily trumped Super Saiyan 3 with a flick to the forehead, sending him flying as a rag doll, and a chop to the shoulder/neck, rendering him unconscious.

There won't be a detailed scientific explanation for a lot of things, as I think they work better if you don't make them so complicated.
Ki won't be getting much more of an explanation either, beyond what we've been told about it in the series and guides. Ki a a person's life energy, and it is comprised of many different sub-classes, like Genki (vigor), Yuki (courage) and Shoki (right mind) for example. Ki is a set amount, but can fluctuate based on these factors. So if you're scared or drunk, your power can unintentionally drop. The energy can be used in many different ways to strengthen the body or concentrated and used to power techniques.
Timeline stuff will be given in time.
