i remember seeing an article once in a British newspaper i found on a flight,about 3 guys in one of the Chinese provinces who were in charge of road/highway construction projects. they had been caught "skimming" money by having substandard work done,charging the Govt. full price and pocketing the difference....all 3 were sentenced for execution....man,i thought,those guys in Bejing don,t mess around!
